ME DIG is designed to operate alongside existing governmental systems. It does not replace national currencies. It does not override sovereignty. It does not interfere with constitutional authority. Participation is voluntary and layered.
Governments already work to improve environmental health, public wellbeing, education and infrastructure, transparency and stability, and social cohesion. ME DIG introduces a structured contribution index that can recognise and reward measurable positive outcomes. It adds an incentive layer — not a replacement layer.
Governments may earn Mother Earth Coin (ME Coin) through verified improvements such as:
Government participation does not override citizen participation, does not control ME DIG governance, and does not gain voting dominance. Citizens always earn individually — regardless of whether their government participates. This protects individual dignity within the system.
If verified large-scale harm occurs — such as severe environmental destruction, aggressive military conflict, or systemic governance breakdown — government-level earning eligibility may pause. Earning capacity may be restored through reconstruction, environmental repair, peace agreements, and humanitarian action. The framework is not punitive. It is restorative.
Governments may adopt ME DIG at different levels: pilot programs, local council participation, regional contribution reporting, or national-level engagement. Adoption can be phased and measured. There is no requirement for full integration.
